Establishment:
The GUSAC shall be established in accordance with the authority granted by the Board of Trustees. The Board of Trustees grants GUSAC the right to exist and function within the framework of its bylaws.
Purpose:
The purpose of the Gallaudet University SAC is to make Gallaudet University a better place to work for everyone. The GUSAC is comprised of people who are appointed, nominated or self-nominated to become members. GUSAC is recognized and endorsed by the Board of Trustees. GUSAC communicates regularly with the university president. GUSAC's responsibilities include:
- Listen and respond to the ideas, opinions, problems, concerns and grievances of staff employees, and consider other matters that require its attention.
- Provide a forum where common concerns and issues among the staff relative to policy and regulation review can be discussed;
- Report regularly to both staff and administration;
- Meet regularly with University administration on a regular basis to discuss reports and recommendations, seeking through mutual agreement to achieve improvements;
- Organize data, staff views, and other information into reports, and formulate recommendations for action, changes, and solutions as required.
Membership:
Voting membership of GUSAC consists of Gallaudet University staff employees. The Director of Human Resources serves as a non-voting member. Voting members of the GUSAC serve two-year terms and expiring terms are refilled by a nomination process.
One member of the GUSAC serves as a representative of the entire staff as a member-atlarge.

Leadership:
- Council chairs are approved and may be removed by the GUSAC. They serve for one year as chair and may be appointed for a second year.
- The chair conducts the meetings of the council.
- The vice chair assists the chair in conducting the business of the council and fulfills the duties of the chair if the chair is unable to do so.
- The secretary keeps the minutes of all meetings of the council and distributes the minutes to all members of the SAC. The secretary informs all council members of the date, time, location and agenda of meetings.
